Halloween Stuffed Peppers
These Halloween Stuffed Peppers turn an easy ground beef dinner into the cutest jack-o’-lantern meal for spooky season. Orange bell peppers are carved with little pumpkin faces, filled with seasoned ground beef, rice, tomato sauce, and cheese, then baked until tender and bubbly.
If you want a Halloween dinner idea that is actually dinner, not another tray of candy, cookies, or party snacks, this recipe is such a fun one. It has everything I love about classic stuffed peppers, but carving faces into the peppers gives them an instant Halloween makeover.
They are fun enough for a Halloween party, easy enough for a weeknight dinner, and especially cute for a family meal before trick-or-treating.
Best of all, the jack-o’-lantern faces look impressive without requiring any special equipment. All you need is a small sharp knife and a few orange bell peppers.
Why You’ll Love These Halloween Stuffed Peppers
There are plenty of sweet Halloween recipes out there, but finding a fun Halloween dinner recipe can be a little harder. That’s exactly why I love these.

Made with simple ingredients
Uses ground beef and rice for a filling dinner
Easy to prep ahead
Naturally portioned into individual servings
Great for kids and adults
Easy to customize
Perfect before trick-or-treating

And once Halloween is over, you can make the exact same filling in regular bell peppers without carving the faces.
What Are Halloween Stuffed Peppers?
Halloween stuffed peppers are classic stuffed bell peppers with a spooky little makeover.
Instead of cutting the peppers in half, we’re keeping them whole and cutting off the tops. Small triangle eyes and a jack-o’-lantern mouth are carefully carved into the front of each orange pepper.
The peppers are then filled with a savory mixture of ground beef, rice, onion, garlic, tomatoes, tomato sauce, seasonings, and cheese.
Once baked, the filling peeks through the carved faces, making each pepper look like a tiny jack-o’-lantern.
It’s basically a pumpkin you can eat for dinner.
Why Orange Bell Peppers Work Best
Orange bell peppers are the obvious choice here because they already look like little pumpkins.
Look for peppers that are:
Medium to large
Fairly round
Able to stand upright
Firm without soft spots
Wide enough to hold plenty of filling
Try to choose peppers that have relatively flat bottoms. They don’t have to be perfectly shaped. In fact, peppers that are slightly different sizes and shapes make the finished jack-o’-lanterns even cuter.
Red or yellow bell peppers will work too, but orange gives you that classic pumpkin look.
Ingredients for Halloween Stuffed Peppers
Orange Bell Peppers
You’ll need 6 large orange bell peppers. These become our edible jack-o’-lanterns.
Ground Beef
I like lean ground beef for stuffed peppers because it gives the filling plenty of flavor without leaving it overly greasy.
Cooked Rice
Use cooked white or brown rice. Leftover rice works perfectly here and makes prep even faster.
Onion
Finely diced yellow or sweet onion adds flavor to the beef filling.
Garlic
Fresh minced garlic works beautifully with the tomato and beef.
Diced Tomatoes
Drain them well so the filling doesn’t become watery.
Tomato Sauce
Tomato sauce ties everything together and keeps the beef and rice filling moist.
Italian Seasoning
A simple blend of dried herbs adds flavor without requiring several separate spice jars.
Smoked Paprika
Just a little smoked paprika gives the filling another layer of savory flavor.
Salt and Pepper
Season to taste.
Mozzarella Cheese
Shredded mozzarella melts beautifully inside the peppers.
Cheddar Cheese
A little cheddar adds color and a sharper cheesy flavor. You can use all mozzarella if you prefer.
How to Make Halloween Stuffed Peppers
These look fancy, but the process is actually very similar to making traditional stuffed peppers.
1. Prepare the Peppers
Preheat your oven to 375°F.
Wash and dry the orange bell peppers.
Cut approximately 1/2 inch from the top of each pepper. Keep the tops because they will become the little jack-o’-lantern lids.
Remove the seeds and white membranes from inside each pepper.
2. Carve the Jack-O’-Lantern Faces
Place each hollowed pepper on a cutting board.
Using a small, sharp paring knife, carefully cut two small triangles for eyes.
Then cut a small nose if you’d like.
Finish with a little jack-o’-lantern mouth.
You can make every face different. Some can smile, some can look spooky, and some can have classic zigzag pumpkin mouths.
Keep the openings fairly small. Large cuts can weaken the pepper and allow too much filling to fall out while baking.
3. Brown the Ground Beef
Heat a large skillet over medium heat.
Add the ground beef and diced onion.
Cook until the beef is browned and the onion has softened, breaking the meat into small crumbles as it cooks.
Drain excess grease if necessary.
4. Add the Garlic and Seasonings
Stir in the minced garlic, Italian seasoning, smoked paprika, salt, and black pepper.
Cook for about 30 seconds, just until the garlic becomes fragrant.
5. Make the Stuffed Pepper Filling
Add the drained diced tomatoes, tomato sauce, and cooked rice.
Stir everything together and let the mixture cook for another 2 to 3 minutes.
Remove the skillet from the heat.
Stir in about half of the shredded cheese.
Now you have a thick, cheesy beef and rice filling ready for your peppers.
Should I Cook the Peppers Before Stuffing Them?
You don’t have to, but it depends on how soft you like your stuffed peppers.
For peppers that retain a little structure, fill and bake them without precooking.
If you prefer very tender stuffed peppers, place the hollow peppers in a baking dish with a small amount of water, cover, and bake for about 10 minutes before filling.
I personally like them tender with just enough structure to hold the jack-o’-lantern shape.
Filling Your Jack-O’-Lantern Peppers
Arrange the carved peppers upright in a baking dish.
Spoon the beef and rice mixture into each pepper. Pack the filling in gently without pressing too firmly.
Fill them almost to the top.
Sprinkle the remaining cheese over the filling.
Place the pepper tops back on loosely. You can also bake them beside the peppers and place them on top when serving.
How Long to Bake Halloween Stuffed Peppers
Cover the baking dish loosely with foil and bake at 375°F for about 25 minutes.
Remove the foil and continue baking for another 10 to 15 minutes, or until the peppers are tender and the filling is hot.
The exact cooking time depends on the size and thickness of your bell peppers.
If you like very soft peppers, give them another 5 to 10 minutes.
The Trick to Stuffed Peppers That Don’t Get Watery
Watery stuffed peppers usually happen because several ingredients release moisture at the same time.
There are a few easy ways to prevent it.
Drain the diced tomatoes before adding them to your filling. If your ground beef releases a lot of grease or liquid, drain that as well.
Cooked rice is another important detail. Don’t add uncooked rice directly to this particular filling because it changes the amount of liquid required.
Finally, don’t pour a large amount of sauce or water around the peppers. A few tablespoons of water in the bottom of the dish is plenty if you’re worried about sticking.
How to Keep Stuffed Peppers Standing Up
Choose bell peppers with wide, relatively flat bottoms.
If one keeps tipping over, carefully shave a tiny amount from the bottom to level it. Don’t cut all the way through the pepper.
You can also place the peppers fairly close together in your baking dish so they support one another.
Can I Make Halloween Stuffed Peppers Ahead of Time?
Yes, and this is one of my favorite things about them for Halloween night.
You can prepare the beef and rice filling a day ahead and refrigerate it in an airtight container.
You can also clean and carve the peppers ahead of time. Store them separately in the refrigerator.
When you’re ready for dinner, fill the peppers, top with cheese, and bake.
If the filling is cold from the refrigerator, you may need to add a few extra minutes to the baking time.
Halloween Stuffed Peppers for Kids
These make such a fun kid-friendly Halloween dinner, especially because children can help decide what faces go on the peppers.
For younger kids, an adult should handle the actual carving.
You can let the kids draw face ideas on paper first and then recreate them on the peppers.
For children who prefer milder flavors, skip the smoked paprika and use a mild cheese such as mozzarella or Monterey Jack.
You can also chop the finished pepper into smaller pieces and mix it with the filling for kids who don’t want to eat an entire bell pepper.
Variations and Swaps
Turkey Halloween Stuffed Peppers
Replace the ground beef with lean ground turkey.
Chicken Stuffed Peppers
Ground chicken works well too. Since it is mild, season it generously.
Sausage Stuffed Peppers
Use Italian sausage in place of some or all of the ground beef.
Mexican Halloween Stuffed Peppers
Season the beef with taco seasoning and add black beans, corn, salsa, and Mexican-blend cheese.
Pizza Stuffed Peppers
Fill the peppers with cooked Italian sausage, marinara, mozzarella, and chopped pepperoni.
Vegetarian Halloween Stuffed Peppers
Skip the meat and use black beans, rice, corn, diced tomatoes, and cheese.
Low-Carb Halloween Stuffed Peppers
Replace the rice with cauliflower rice. Cook the cauliflower rice before adding it to the filling so excess moisture can cook off.
Spicy Halloween Stuffed Peppers
Add crushed red pepper, chopped jalapeños, pepper Jack cheese, or your favorite hot sauce.
What to Serve With Halloween Stuffed Peppers
Because these peppers contain beef, rice, vegetables, and cheese, they’re practically an entire dinner by themselves.
For a larger Halloween dinner, serve them with:
Garlic bread
Dinner rolls
Caesar salad
Simple green salad
Roasted potatoes
Roasted broccoli
Green beans
Mac and cheese
Corn
Halloween fruit tray
For a party, pair them with a few spooky appetizers and finish dinner with your favorite Halloween dessert.
Halloween Dinner Party Idea
These peppers make a fun centerpiece for a Halloween dinner without making the table feel overly complicated.
Place one jack-o’-lantern pepper at each setting and surround them with simple fall sides.
You could even carve every pepper with a different expression.
One happy pumpkin. One angry pumpkin. One surprised pumpkin. One very questionable-looking pumpkin that somehow becomes everyone’s favorite.
That’s half the fun.
How to Store Leftover Stuffed Peppers
Allow leftover peppers to cool before transferring them to an airtight container.
Store them in the refrigerator for up to 3 to 4 days.
Keep in mind that the peppers will continue to soften as they sit.
How to Reheat Stuffed Peppers
Oven
Place the peppers in a baking dish and loosely cover with foil.
Bake at 350°F for about 15 to 20 minutes, or until heated through.
Microwave
Place one stuffed pepper on a microwave-safe plate.
Heat in 60-second intervals until the center is hot.
Cutting the pepper in half before reheating can help it warm more evenly.
Can You Freeze Halloween Stuffed Peppers?
Yes.
Let the cooked peppers cool completely, then wrap them individually or place them in freezer-safe containers.
Freeze for up to 2 to 3 months.
The pepper will be softer after freezing and reheating, but the flavor will still be good.
For the cutest presentation, I prefer making the carved peppers fresh and freezing only the filling.
Tips for the Best Halloween Stuffed Peppers
Choose orange peppers with flat bottoms.
Use a small paring knife for carving.
Don’t make the facial openings too large.
Drain tomatoes before adding them to the filling.
Use cooked rice rather than uncooked rice.
Drain excess grease from the beef.
Don’t overfill the peppers.
Keep the pumpkin tops for serving.
Bake until the peppers are tender but still hold their shape.
Let them rest for about 5 minutes before serving.

Halloween Stuffed Peppers FAQs
Can I make Halloween stuffed peppers without rice?
Yes. You can leave the rice out or replace it with cooked cauliflower rice, quinoa, or another grain.
Do you have to boil peppers before stuffing them?
No. You can stuff raw bell peppers and bake them directly. Precooking simply creates a softer pepper.
How do you cut jack-o’-lantern faces into bell peppers?
Cut the top from the pepper and remove the seeds and membranes. Use a small paring knife to carefully cut triangle eyes and a small mouth into one side.
What color pepper is best for Halloween stuffed peppers?
Orange bell peppers are best because they naturally resemble pumpkins.
Can I use ground turkey instead of ground beef?
Absolutely. Ground turkey, ground chicken, or Italian sausage can all be substituted for the beef.
Can I make Halloween stuffed peppers vegetarian?
Yes. Replace the beef with black beans, lentils, chopped mushrooms, or a combination of beans and vegetables.
Why are my stuffed peppers watery?
The tomatoes may not have been drained enough, the beef may have contained excess liquid, or too much liquid may have been added to the baking dish.
How do I know when stuffed peppers are done?
The filling should be piping hot and the peppers should be tender when pierced with a fork while still holding their shape.
Can I prepare them the night before?
Yes. Prepare the filling and peppers ahead, refrigerate them, and assemble before baking. You can also assemble the entire dish ahead of time and refrigerate it covered.
What temperature do you cook stuffed peppers?
For this recipe, bake the peppers at 375°F.
How long do stuffed peppers take at 375°F?
These Halloween stuffed peppers generally need about 35 to 40 minutes, depending on the size of the peppers and how tender you like them.
Are Halloween stuffed peppers healthy?
They can be a balanced dinner because each serving contains bell pepper, protein, rice, tomato, and cheese. You can use lean ground beef or turkey and adjust the amount of cheese to suit your needs.
